How do you report someone claiming Incapacity Benefit wrongly?

Theres this horrible man around the corner who is an ex fireman. Apparently he had an “accident” at work and has been retired now for a long time, claiming Incapacity Benefit. The thing is though, he helped a guy in the village build a massive house, and I often see him on the roof of his house sorting the slates out. The only time you see him “limping” and with a walking stick is when he has to go for an annual check up. How do you report someone for this claiming Incapacity Benefit when they are actually in fine health?
